If I go all in on turn, he will fold his bluffs (such as the 9 high he had here). I don't want that to happen! I want him to bluff all his chips away!

Meanwhile if he is ahead, he wont fold to my shove, so there's no point shoving.

Also, I don't see why you are so scared of letting him see a river, its very unlikely that he is behind and suddenly sucks out on the river.
